After the Axis invasion of Yugoslavia began, the country's political and military system collapsed rapidly.

On 10 April 1941, leaders of the Ustaše movement proclaimed the so-called Independent State of Croatia. Germany and Italy immediately recognised it.

The new regime also included Bosnia and Herzegovina and pursued policies of violence and persecution against Serbs, Jews, Roma and political opponents.

The proclamation formed part of the dismemberment of Yugoslavia and created conditions for large-scale crimes and prolonged armed resistance.
